These look like Cone flowers, but I have never seen ones this color. Still, that is my best guess. You find the most beautiful things on the wayside!
So bright and cheerful and they look happy to grow there by the wayside.
I looked up coneflowers. There's a variety called "Fragrant Angel"; the ones in your photos look the same, the big cone in the center of white petals. They grow to be 3 feet tall, with sturdy stems.
They're supposed to be tough perennials. I wonder how they started where you found them.

I was just getting ready to say they sure do look like the cone flowers we have in the mountains...In fact, I have some of these white ones in my garden...I have also seen them along the side of the road....but someone more knowable of flowers might have a different answer....

They are common daisies or oxeye daisies I think, we have lots of them here in Sweden. In the stage of starting to wither which is why they seem to be cone-shaped.

Could they be camomile? I have a book called Flower Fairies of the Wayside somewhere. I'll look them up.
Susan, there are both white varieities of the perennial coneflower (one is Echinacea purpurea 'White Swan') and a wild German chamomile (Matricaria chamomilla) that look exactly like this. All varieties of daisy flowers are beautiful, big and small.
